What is the ASEAN Smart City Financing Toolkit?
The ASEAN Smart City Financing Toolkit seeks to equip city administrators and government officials with the necessary knowledge and resources to navigate the appropriate financing tools and instruments for their smart city initiatives. It provides a library of financial instruments, curated case studies as well as the Financial Instrument Recommendation and Selection Tool (FIRST) to assist users in taking their first step to explore smart city financing options, supported by a chatbot function and discussion board.
What is a smart city project?
The ASEAN Smart Cities Network (ASCN) defines smart cities as cities that “harness technological and digital solutions as well as innovative non-technological means to address urban challenges, continuously improving people’s lives and creating new opportunities”. ASEAN smart city projects promote inclusive economic and social development in line with environmental protection outcomes, to meet the current and future challenges faced by the people of ASEAN.
What is the FIRST?
The Financial Instrument Recommendation and Selection Tool (FIRST) is designed to support Toolkit users in mapping specific financing instruments to prospective smart city projects. It seeks to recommend financing instruments that smart city project stakeholders could research further into based on the initial characteristics of the project. Users should not take the outputs from the FIRST as exhaustive and continue to explore other funding or financing options for smart city projects.
